Passenger rocket out of range?

Landed a passenger rocket in range of one of my domes. The dome has room for 14 people currently. 10 passengers came out and made their way to the dome but then it said that the rocket was out of range and the final 2 passengers couldn't get to the dome.

Maybe you didn't have enough housing for the last 2?

Had enough housing for 14. Only 10 went to the dome from the rocket.
