It works fine when using Opera and when using firefox it works aswell if you click right on it and choose "save in folder"("Ziel speichern unter..." in german).

If your still having problems I was also struggling and found that what you need to do is select the "save link as" option, which saves the RAR file to wherever your systems saves files. This is using Firefox. Just in case like me you don't get a save in folder option as Pang suggested.
