It just can't find the game-directory. Either point the patch to the right directory or reinstall the game... 
i'm launching from hoi2 directory and anyway it does not ask me about it !
i have 1.1 patch, if i reainstall it should i use 1.1 again or can simply put 1.2 over?
You can install 1.2 directly over your initial (1.0) installation without patching to 1.1 first. If you're uninstalling your existing one, take the time to do a general clean-up of your hard drive and then defragment it beofer reinstalling the game. You'll notice a marked improvement in performance which makaes it worth the time required to do teh defrag.

Some people are experiancing this problem and have solved it be reinstalling the game.
