I am not sure as to the current version of my Victoria. Is there a way to find out what patch number you have eg. 1.01,1.02...? Also if i have no patches, will i be able to download 1.03 and not the others because they come with it. Or should I download them one at a time?

Your version is printed in the top right of the main game screen (where you select singleplayer/ muliplayer/credits). It is printed in red in my version and is quite hard to read.
You need to install the 1.03 patch first and then the 1.03b patch this should work for all versions of Vicky from 1.00 and above.

With Paradox patches you always only need the latest official patch, you can then place any beta patch or tweek pack on top of that.
So in this case Nightcap is correct, 1.03 would be the latest official patch and then 1.03B the latest beta.
