Path algorithm picks high sea over coast, resulting in attrition.

This is my ship with 7.5k soldiers on board. 7.5 because I know supply limit on sea is 8k.

I sent the ship from Ireland to Sibiria. You can see it here near the coast of Norway.

The problem is that it doesnt take the coastal sea field, but the high seas, resulting in unnecessary attrition because non-coastal sea fields have a limit of 7k.

It says supply limit for both the coastal and the high seas areas are 7k for me.
