If one is not very familiar with this kind of stuff, it is a very good idea to take one thing at a time. We can not be the best in all things in the world, can we?
Some combinations of graphical stuff
may have problems to reset the display resolutions as intended in a game's setup, so it can make sense to try helping the software by setting the display settings manually in Windows in advance (meaning before starting the given game).
For example, a game is set to use a resolution of 800x600, but the combination of stuff involved may cause problems when the game tries to set the display resolution to the game resolution asked for. Well, thats a theory at least.
Also, as a old general rule of thumb, a lower resolution is less demanding than a 'newer', higher and more resource consuming resolutions (a high resolution seems to have more litle things to keep track of).
I am not saying this will solve your problem, but it is a good thing to start with as it is very easy to try and will take litle time.
So, right single-click with the mouse on the Windows desktop. You should get something like a Window-box with the title "Display Properties" or something like that. Choose the Settings tab. Remember the settings allready there so you can change them back later.
As Castellon wrote, set the color depth to 16BIT. In the dialogue you should then see something like Colors: High Color (16 Bit). Set the resolution to 800x600. Press OK, wait etc and reset the display.
Try HOI.
If you still got the problem while you start the game.
Keep the display settings (for now) on 16 bit 800x600 and start the small HOI settings program included with HOI. Set the resolution to 800x600 and try HOI again.

Please note that many gamers have no problems with a lot of combinations of display settings. Still, as you do have a problem, it make sense to try things, right?
