Peace Negotations Failing

I'm Brandenburg and got into a nasty fight with Poland-Lithuania and her friends. Fine and good. I batter her armies and seize Western Prussia for 3 victory stars. I'm dead broke, still being pressed by the Spanish in Madgeburg. I just want this war to go away so I offer a White Peace to P-L. Now that is 3 Victory Star war and a 0 Victory Star peace offer. I was under the impression that the machine HAD to accept all 2 starts or greater peace offers. P-L turned me down flat. Am I missing something?

i think the computer has to accept FOUR stars or greater, not three

They will almost always accept an offer less than the number of stars, but sometimes they're stubborn.
