Hmmm, I have also been thinking of doing a 3 province annex policy rather than a full annexation to slow down the BB increase, but is occupying the capital the only foolproof method of getting those 3 provinces?

As I already stated, the only foolproof way is to take and hold EVERY province (thus including the capital).

Yes, especially later in the game arge sums of money can be obtained from time to time.
My point was, it is still worth it even at the early parts of the game (when you also need money the most).
BTW not arguing with you BiB, just stating things clearer for the newbies =)

I know, these things don't occur often though that Hansa one was around 1500 and as Brandenburg that helped me no end :) The Milan one was as France later in the game, I couldn't annex as I wasn't the alliance leader so I had to ask for money. To my surpirse they actually coughed it up. My vassal then annexed them and I then diplo annexed my vassal for maximum gain ;)
But ur right, I wouldn't recommend to newbies to go for huge war damages.
