So I wonder, there could be such a peaceful expansion way through uniting the federation. First step is to rework the federation system. The player should be permitted to choose the kind of the federation to be formed, such as scientific federation, economical federation, spiritual federation or defensive federation. Moreover, there exists an attraction score in every member of the federation. Once your attraction score exceeds twice as much as the highest score among the others, you would unit the federation and all the members become your subjects. The player could gain scores through some methods. Some of these methods are common among all kinds of federations while the others are special in special federation type. Common methods include improving your national power, developing attractive metropolitan planets or building spectacles. There are the special ways as follows:
1.Scientific federation:It keeps the score increasing continuously via keeping your technology more advanced than others and maintaining research agreement with them. Recruiting a scientist with some special traits assists to gain scores immediately;
2.Economical federation: Abundant national treasury and holding the Market center keep score increasing continuously. Agreements on deals beneficial to others would increase your score immediately;
3.Spiritual federation: The nation first connecting the Shroud owns a bonus in increasing scores. A series of missions could be added into the Shroud system which are issued by the Shroud constantly. Finishing the missions helps you gain scores;
4.Defensive federation: high fleet capacity and military strength keep the score increasing continuously. Defending other empires' or khan's invasion or crisis help you win massive scores.

It's a crude idea. And forgive me for my unfamiliar English.
