Is it possible that there is no Pearl Harbor event? That I as a Japanese need to attack USA "manually"?

In CORE the attack isn't scripted. Once you are at war you'll get an event providing some bonuses. But it's up to you to make the DOW manually.

Is there some reason why CORE left Pearl Harbor out? It seems to me that event was working fine in a vanilla and it is one of those very basic events that really should be in it.

You are misunderstanding. The event is still in, but the trigger is just JAP-USA Atwar. So as JAP you're not forced into attacking at some arbitrary time and instead can choose to attack whenever you desire. This isn't perfect and definitely could use some work. However it is IMO better than getting this event at an arbitrary time.
