I am not sure how the issue occured. Maybe linking highways with normal roads.

there are traffic jams in my highways or EVEN in the highways outside my city leading out of the map. Like at the near of the map. They are standing there (sometimes with their dogs) and slowing down the cars.

I'd like to piggyback on this and report that Taxis are dropping off people on the highway. I haven't seen this prior to the recent patch.

despawning vehicles are spawning people, sad but true
doing them so on the highway is pretty annoying

Thank you for the report. Could you please also attach a save file where you are experiencing this issue to this thread? That way the devs will be able to investigate this further.
