There is still a major inconstancy in the way pedestrian roads behave in CIM2. All other types of roads adhere to a simple rule that development (building generation) is allowed if the roads have side walks and is forbidden if the if the do not. So why do pedestrian roads without side walks allow development? This is surely a programming error that still need to fixed; as currently this type of road is functionality useless! So please CO, can we have this error corrected?

no sidewalks don't spawn buildings my experience? However CiMs should not walk along a road with no sidewalk.. the road has obviously been placed there for a reason so i don't wanna see CiMs walk along a highway or walking to a different city.. they should use cars in this instance.

Yes, I can confirm this. Only pedestrian roads without sidewalks still generate buildings, even though they shouldn't.
and I think this should be in the bug reports subforum.
