I was playing as Bolivia, and I had a few thousand capitalists build 4 factories in my capital state, ofcourse there aren't enough people living in that area to fill all the 4 factories, so first time in my life I tried to migrate pops there.
I promoted about 10 pops around my country to craftsmen and clerks, and hoped that they will move to the capital state with their families.
15 years already passed and nobody has moved anywhere. They are still at their home provinces and growing in numbers, they also somehow have income, having 99£. The weird thing is that I don't even have unemployment subside reforms done.
I checked the ledger about migration, and there is nothing about anyone moving anywhere.
How to I make them go there to work in my factories?
