There is an event that makes unmarried courtiers marry each other. It allows random lowborns to take my 0 year old princesses as wives and there is nothing to do that can counter this.

Seems like an oversight, but even if it is working as intended then it is annoying as hell. The courtier spam is already bad. Maybe change the event to disallow underage marriage and change it to create only a betrohdal so it can be denied if it is silly.

No submods. I had a look at the localization files and I believe lovers.500 chain is the culprit.

Imprison and execute all bears in your court, that should fix the problem.
