Recently (having all the Mods) I ran into performance issues. If I keep the large map setting and do not expand the map by purchasing land. The game runs fine for me. As soon as I purchase land and the deep freeze occurs it bogs down the game so much. It becomes very unplayable. I began my build and add 10 janitors, 10 gardeners, 50 workers all the of the staff such as the warden and so fourth. I have 500 total population with almost the entire large map filled buildings. Long as I don't expand the game slows but playable. As soon as I expand and get a deep freeze the game becomes unresponsive and very sluggish. One time it crashed.
 
We can't help with modded games here I'm afraid. What happens if you disable all mods?
 
I am also having this issue. No mods here, all DLC enabled. For me, it happens with large maps, without buying more land. As soon as deep freeze starts, there are fps drops (the game freezes) every 4 seconds even at speed 1. The issue seems to be the overwhelming amount of requests for grit bin tasks.

EDIT: All experimental features are off.

I have the issue as well, though probably not as bad. The game sometimes stutters visibly, every once in a while freezes for a few seconds (always when autosaving, but also when some "massive events" occur, e.g. large searches or construction projects are started). It started doing after I bought additional land (now the map is 320 x 300 large), but then I also progressed hiring more staff (now around 240 overall) and allowing more inmates (now around 500, still raising capacity to 1000+). I can see the game takes max 15% of CPU, max 35% of GPU and less then 2 out of 32GB RAM (on a Win10 system otherwise idle), so seems there's a bit margin for improvement.
Additional: no Mods, DLCs: Island Bound, Psych Ward, Going Green, Cleared for Transfer.
