Summary​

Petitioning liege for a claimed title held by a fellow vassal doesn't transfer de jure land

Description​

When one's liege accepts a petition to transfer a claimed title held by another vassal, only the claimed title is transferred, not any of its de jure or de facto vassals. This has the following annoying effects:
- if the targeted vassal has multiple duchies, all their vassal counts who are de jure under the claimed title will become de facto vassals of the target's other duchy, rather than transferring with the claimed title.
- if the targeted vassal only had one duchy and their capital county is in another duchy's de jure lands, the top liege may transfer them to that duke instead of the character who petitioned for the title, regardless of which duchy they have more land in. EG I petition for Carinthia and the Duchess of Carinthia holds all counties in that duchy as well as Baden, her capital. After petitioning she is now the Countess of Baden, and the Emperor transfers her to the Duke of Swabia instead of to me.

The root cause is that petition_liege_0101_title_vassal_effect uses change_title_holder instead of change_title_holder_include_vassals. The latter is used by petition_liege_0101_title_liege_effect and should be used when it's a vassal's title too.

This problem also makes the new AEIOU & Me achievement much more frustrating, as the available workaround (declare war to obtain the de jure lands) would disable the achievement.
