Pixelshader technology is built in to graphics cards. Basically, you'll need a "newer" graphics card: GeForce FX (or newer) / Radeon 9500 (or newer).

The Geforce FX line barely qualifies as 2.0 though. the geforce 6000 series is much better if you are looking at very old cards. The ATI 9600+ cards are pretty good though.
