Why? It's very rare to have planes flying within a city, and we already have helicopters and blimps providing air services within cities. By the time a plane takes off, reaches cruising altitude and lands, a train could have taken you there 3 times over. And that's before you consider the fact that too few people live near airports or airport security.

Why would you catch a train to the airport at one end of town, go through airport security, catch a plane, disembark, then catch a train from the airport to your destination? Such travel only works over long distances. Not to mention the price
Helicopters and blimps are much more feasible
 
it is rare, but with 81 tiles it can make a lot of sense
also, all the necessary infrastructure for it is there already, and it"s great to have more different options.
you don"t see helicopter lines, or blimps as transportation in real life either, but it still makes sense to have them usable when they already exist in game.
blimps are quite possibly the least feasible transportation option available, they are slow, still need to get to cruising altitude, far too wind sensitive

I would Love the addition of Plane Lines as you could make planes enter your airport in a certain way. One build I could imagine is a airport with runway on pier and watching planes enter from the ocean instead of circling and landing horribly.
