Normally I seem to manage the resources better, but playing as the LOA, I decided to crank my populations to the max... why not, right? Doesn't effect the Biosphere anyways... however, I noticed (many turns later) that my planet resources are all dropping. Is this due to over population? Or is this due to a different effect?

Nevermind, I found my answer...that yes, yes it is.
So I slightly redirect my question to: What is the effect of having resources wiped out on a planet? Will it stop producing? Or just will certain bonuses no longer apply?

Industrial output will go down, income and trade is not affected by lack of resources.
Zero resources has no major special effect, it just puts a zero in as the resource value for calculations. (It also probably prevents any overharvest, because resources doesn't go below zero.)
