Every time I played Prison Architect, I would start paused and set about sketching an outline, planning a layout, at least an initial one. Then I would chop and change things until eventually I started building in stages, as money allowed. This was a huge part of the game for me.
It doesn't look like this is possible in PA2, maybe I've missed it? Is it possible?
I understand you can draw the outlines of one building/room and place objects etc and then the work beings to construct it, but that's a bit different.
Planning mode allowed me to outline the entirety of the prison layout and build only what I wanted / could afford.
