I'm trying to mod it so that i can have a game where United Earth is one of the AI controlled empires.

I can get it to always spawn by changing spawn_enabled = always in 00_prescripted_countries.txt

But it just spawns the empire with a random solar system instead of Sol.

Ugh. I know how to fix it, but it'll take a bit of work. Basically, there is a file with the spawns for earth(s) and I think one of those spawns is an interstellar empire. You have to edit it so it is the ONLY possibility.

Do you remember which file? Is it by chance "prescripted_species_systems.txt"? If so then i don't think that's it. As the empire is already set to use sol_system_initializer. And it spawns just fine when i play as it. Just not when it spawns for an AI.

It's already rare to find Sol in my playthroughs (haven't found it yet) but you're telling me I won't find any humans? I'm shocked, I support any mod that brings an increased probabiblity of an encounter.

Actually, by default it will only spawn a primitive Sol.

But there is an easy way to make a human faction guaranteed to spawn. Just edit the United planets of Earth empire. Save it. Then click the lil button twice so it says that it will always force this empire to spawn in your games.
The problem tho is that it wont make it spawn a correct sol system. It gets the system and homeworld name right. But randomizes the rest of planets in system...

By primitive Sol you mean primitive humans as well?

Yeah there is a chance for it to spawn either a primitive medieal humans or a nuclear destryed sol.
Interestingly i foudn that there is also a small 20% chance of it actually spawning a United Nations of Earth empire.
Using that event trigger in game_start.txt i managed to now change it so it will always spawn a human empire as long as no other empire has picked a sol system as their starting system.

Once ive played around with it some more ill try and get it uploaded as a mod.

Currently it is bugged a bit in vanilla where it will spawn a second sol system, even if you play as a human empire. Or spawning a primitive sol if you play as Commonwealth of man.
As it is supposed to spawn a human sol empire if you play as them...

Yep, a 60% chance that a pre-FTL human civilization will spawn, there's also a version of humans with early 21th century space technology where you can see the ISS in orbit :D
But that script is indeed a bit messed up in it's current state.
