So I tried restarting the game. The player without the DLCs tried restarting the game. I tried reinstalling the game as well as rehosting and the issue still comes up for the player even though I have almost all DLCs.

Screenshot above is on my end and it shows I have most DLCs, including humanoid DLC pack.

On their end, they have no DLCs as to show the difference. Also none of the human preset empires show up.

When they are on the create their empire screen and click on appearances for their species, they get this screen for humanoids.

This is on my end and again, it shows I have humanoid DLC pack.

Finally on the screenshot above when they click on the pink DLC humanoid appearances, this shows up, asking them to buy the DLC.

Overall, they can't access any DLCs even though I am the host and have almost all DLCs. Idk if it has anything to do with the new update but I would like this checked.

Can you test with some third player and you, to see if it happens there too? That will determine f it is a problem with that second player, or as you say with the new game patch.

I will test again with the same player and a third one when they're available later today. Also I just tested a hosting session as a player while a different person was the host who had all DLCs vs me having all but Toxoids and there were no problems for me in accessing Toxoids DLC in MP even though I don't have it. I am confused honestly.
 
Maybe the problem player should just do a full **clean** re-install:

- move any valued save games elsewhere, and user empire designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox Interactive/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.
