Is there anybody who can explain me why I cannot develop tax collectors while playing with a minor country? I just tried Japan who has a level 3 in infrastructure & I cannot develop anything!

I want to be able to change as well the default value of leaders per country, possible?
 
There is a similar discussion to yours in the General Discussions forum under Playing With Japan. Basically, to answer your question, Japan is pagan and isn't programmed to build anything. [Keep in mind it wasn't meant to be playable originally] However, all is not lost. You can go into your save file and change the religion to something else and you should be fine.

Playing Nippon and not promoting people...

I ran into this problem while creating my scenario Heathens Unite!. As far as I know, there is NO way to get Japan, Aztecz, Bantus, and a host of other minor pagan powers to be able to upgrade if you are playing under normal playing rules (I haven't tried changing their religion though); however, under the fantasia setting, all countries are created "equal", so to speak. My solution was to create the scenario under Fantasia guidleines. I know that doesn't help you if you are just using the ICG to play Nippon. Countries like that were never meant to be played. Perhaps Paradox will issue a patch giving us the option to make them more "playable"?
 
Regarding BiB's note, it is true that you cannot change default leaders. However, there is a tool (EUNLE) which will automatically generate enough low-quality leaders (or other types of leaders if you wish) with charactersitics that you set, that the resulting leaders will look like default ldeaders.
