I've run into some trouble playing as Hungary in that Ragusa will never give me the option to annex nor will Venice give me the option to vassalize. Other countries (Moldavia/Bavaria) I'm able to vassalize/annex no problem. Our alliance (which I lead) isn't at war with anyone. Is there something built into the game about Hungary/Ragusa relations, or are small countries simply not given the option to vassalize larger ones (Venice)? Shouldn't the options at least pop up even if they're not interested?
 
Venice has 9 provinces? or is it 8? Becuase Hungary has 8 I believe.

I've never tried Hungary yet. In the game I'm playing as England now though they laid the smack down on Turkey. Poland, Venice, Hungary. All snatched up land from them.
 
Venice is rather easy to vassalize and annex right after wars, even if they do rather well in them and pick up a few provinces, which is rather strange since they usually are much stronger militarily right after wars than they were before them.
 
When I play Austria, Venice is usually my target. But something always goes wrong, they win BIG against Turkey, are eternally allied with Poland-Lithuania. I tried to join them, they won even more, I could never convince them to be my vassal ...

I suppose playing Hungary, Austria becomes the stumbling block?
