Sounds like a refresh rate/vsync problem.

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/Imperator/pdx_settings.txt.
From your Documents/Paradox/Imperator/logs/ folder, attach system.log .

did I do this right? or do i need to run the game when i run these?

Can you find out if your TV supports 60hz refresh rate at 1920 x 1080 resolution? At 3840 x 2160 ?

Your computer has both a Intel and nVidia video system. When you plug the HDMI cable in which one is it running off, can you tell? Send me a new dxdiag.txt and pdx_settings.txt taken while the game is running on the TV.

Ok, on winter break and have some more info and time for the problem.

First off, this is the same issue for EU4, I tried to do that as well on the TV. Same issue.

My TV does support 60hz and 30hz at 3840x2160. I have tried it in both hdmi ports same issue. Other games I have run on it do fine, just not paradox games. I have a https://hisenseme.com/hisense_content/uploads/2017/06/SPEC-50K3300UW-FINAL.pdf and when I turn to the screen with my laptop on it always has 3840x2160

Looked at what the tv is pulling from for a graphics card, no matter what I try it will always use the integrated card and not my gforce. Can't get around it for some reason.

That's under the control of the nVidia driver. May as well update to the latest:

If still no good go into the nVidia Control Panel, Manage 3D Settings. Force imperator.exe onto the "high power nVidia" option there.
 
updated the driver and forced the exe, same result

here are some pics for more context. , any idea what is up with this physx thing? I cannot mover it over to the gforce.

my conclusion thus far it is my computer problem and not a tv problem. Tried it on another tv and did the same thing.

I'm pretty sure that means the two video systems have different outputs. I think you are plugging the TV into the Intel video output. You may need advice from Lenovo to sort out how that all works on your system.

Ok, got a solution with good and bad news.

I got the picture to work without any flickering or any graphic discrepancies. I had to have one single display on the tv and dispable the screen on the laptop. That is the good news.

The bad news is it is still going through the integrated graphics card.

I guess it is a compromise I will live with until I get a better computer.
