If you look in db/revolt.txt you will see the definitions of the nations that can successfully revolt and declare independence. This includes all the regular nations of course.
Anyway, in this file you will find a parameter called 'group', which represents the technology group of the nation. Latin is best, then orthodox, then muslim. Exotic is worst and means no tech advances at all.
So, it could be possible to change the tech group for nations that declare independence, but my bet is that these values are overridden in the code.
