You can take control of Italy's armies by pressing F12, and typing "acceptall." Then ask for military control. (Don't forget to type F12 and "acceptall" again to deactivate this once you've gained military control, or other countries will be able to fully influence you.)

I haven't played as Nationalist Spain in years, but I used to invade Portugal before the war with no problems from the allies. You can't fully annex them because of their Pacific and African colonies, so what you'll have to do is sue for peace the first time, but demanding all of their pacific and African holdings, then declare war again and annex Portugal Proper.
