Currently it works as "select random (or maybe most empty) dumping site in any reachable range"
But it probably must be like "select nearest not empty dumping site"

Here sample screenshot how it works today. Water extractor at left with dumping site near it, Concrete Extractor at right with dumping site near it. Drone take waste rock from Water extractor and runs huge distance to Concrete Extractor's wasting site. Then drone take waste rock from Concrete Extractor and run to Water extractor's dumping site.

Drones never thinking one step forward. They see one job, they do it, then they look for next job.
Moving wasting rock into nearest dumpen site takes 1-2 seconds. Moving it as on screenshot takes 100+ times more time. Its pure lose.

I've witnessed this behaviour myself, and I likewise find it extremely frustrating.

I mean, it technically has to cover the distance between them anyways, right? ...Might as well be carrying something while it does that, I guess?

No, it doesn't have to cover the distance between the two extractors. It can just take care of one extractor and leave the other to other drones.
 
I think they try to keep the dumping sites at mid level constantly like your water is being divided between your water tanks.
The only solution i see for this particular situation is to put a dump right in the middle near your drone hubs or your rovers so they will go from the two extractors to the middle of the map. And the dump sites will just be near the concrete storages which will be useful later once you can turned wasted rocks into concrete. It's harder when you have already build in the middle though.

maybe they just see:

1. Rock, rock! Pick up rock!
2. Where's mommy RC rover? Oh there! Mommy! Mommy!
3. Oh, dumping site! Rock goes down the dump!
4. Mommy! Mommy!
5. Oh, waste rock! Me pick rock!

repeatedly.
 
It is 100% definitely that they try to spread out the resources as much as possible. I have 3 dumping sites near my concrete extractor and they're all 56, 56, and 57 full. It's rather silly.
 
My reaction when I see this is CHALLENGE ACCEPTED! I will find a way to make the behavior work optimally. Drones consistently distribute, the only rule exception is that they wont pickup from waste dumps.

PS: Don't build waste dumps if you don't have the waste reclaim tech. It's a waste of time. Just like when you land that rocket and people for some reason think they need to waste time having the stuff in the rocket moved to a depo. You can get a concrete extractor, power line and large solar panel up and running in the first day, if you don't have the drones waste time on early depos.

So if you have 9 rock on the ground they select that location.
Small empty dumping is more interested then big one.
they compare number not %.

Only what is work correctly they select dumping site and not punting on ground.
If you select desire number for two dumping site.
