Please Help, I Can't Start the Game missing MSVCR110.dll error

Every time I run the game Steam goes through a quick 2 step install of a Microsoft Redist Package then it asks for permission to run, I say yes, and it give me an error saying missing MSVCR110.dll I've tried everything reinstalling and deleting all kinds of things, validating integrity, running in different compatibility modes, running it straight from the file, etc. I really want to play this game, I pirated it at first but bought it after a little bit, it's so fun.

[EDIT] I believe I'm having an issue with Microsoft Visual C++ 2012 Redits Packages, I went on the support page for Teleglitch and it said to run the 2 installation files for microsoft visual in the Steam/Teleglitch folder. When trying to install them, I got an error saying access denied. I think if I can fix this permissions issue, I should be good, but I have no idea how

Have you tried running these microsoft installers as an adminstrator? (right click on the installer->run as adminstrator)

Yes I have, and while trying to install "Visual C++ For Visual Studio 2012 Update 3" http://www.microsoft.com/en-us/download/details.aspx?id=30679

I get an error screen that says "Setup Failed. Access Denied - 0x80070005"

There is also a log file :

Okay I finally fixed it. I was trying to install the Microsoft 2012 packages like everyone said but I kept getting errors, saying access denied. Turned out I had to make my Program Cache folder writable and fully acessable to my user. ( Not sure about the user part, but I don't care to test it )

Had to pirate the game again to play until now, but I'm glad it's working... after like 6 months
