I`d like to make the heavy cruisers Graf Spee, Graf Scheer and Deutschland what they were, Pocket Battleships.The ships were originally classified as a Panzerschiff ("armoured ship") by Germany
Actually they are designed as longrange commercial raiders, having a range of 9000 nm and second a heavy punch with their 11inch triple guns, secondary amarment 8 5.9inch guns . By this they are a unique class and only for DR.
What is the best way to add them? I need to mod some files, but which?
Is anybody out there who can help me?

In the heavy cruiser file, add a new model with the stats you want, then the easiest would be a event trigger for GER that allow it. Might mess up with upgrading cruisers though, like heavy cruiser model 1 to 2... To correct this, make an event to obselete it around the time they would be obselete in real world. Or avoid long serials of heavy cruisers.

I believe you have to add the unitname in one of the language files, never managed to get that working properly, so you need someone else for that.

I intended to play DR in an what if scenario isolating GB from her colonies and the US.
SKL sent Graf Spee to South America, some subs patrolled near Capetown, I`d like to know what effect a more determined effort would bring.
So I need more of these pocket battleships, and have the possibility to upgrade them. I need something between battlecuiser and heavy cruiser. If I put them into the heavy_cruiser file I run in the problem you mentioned.

How about a tech that would improve a class 3 battle_cruiser to pocket_battleship(pb), actually electric welding was used for the pb to reduce weight and give them a greater endurance. So I could bring in a tech in the industrial tree which simulates this.
I never modded anything except save games. Can anyone help me
 
Well, I think the most otimal solution is in CAGA tech team mod.
It is special brigade for raider doctrine - only for battle cruisers. I can imagine it can be modified without problems, ant it is really elegant solution.
 
Actually, a Heavy Cruiser is really more the class of vessel for a Pocket Battleship, than a Battle Cruiser-class. In my games, it is modeled as CA 7 (with what seems to me appropriate stats) requiring the Basic CA class, and also requiring the naval doctrine tech #8150, Raider Patrol Doctrine, which is under the Sealane Interdiction tree. So with this, even the AI requires Sealane Interdiction and Raider Patrol doctrines in order to enable the PBB-class. Obviously, this is not exclusive to Germany, but open to any nation with the required techs. The only uncertainty I have is how the AI might handle PBBs, since I believe it will build the highest model number in each case. Still, without the required naval doctrines tech, it cannot build any, so... Hmmm... I wonder if the PBB were CA model 3 instead of CA 7? Any thoughts, anyone?

As AOD gives one the chance to try what could have happened, I personally would like to try a different naval policy.
One part is the PBB. For me it is a unique class, but produced in inadequate numbers. So what happens when I have a fleet of PBBs say 10 or 15 and large quantities of SS VII and IX in early war. It`s just out of curiosity.
So the result should be a class which realy no one can produce and with different specs as CA and BC.
Main amarment should be like a BB, speed like CA or BC, range like nothing else, my source says 19000sm but I think they are wrong, should be km.
My idea is Germany gets them as the result of a special research in industry or secret research.
As they were in reality launched between `31 and `34 the class is already active and can be produced in AOD scenario `36
