Not really sure, it's unlikely to be a bug as such or everyone would get it.

I tried to change resolution and switch to windowed or borderless mode and tried to reinstall the game. I guessed it had something to do with the fact that i used to play the game when privilege policies were not in the game yet, came back to play a few days ago and loaded old saves, so i deleted them, reinstalled the game but it's still bugged.
Please try this:
- uninstall PA from Steam
- unsubscribe from all mods in this game's Steam Workshop
Delete the following folders if still present:
- Steam/SteamApps/common/PA
- C:/users/{UserName}/AppData/Local/Introversion/Prison Architect/
(keep any valued save games, of course)
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.
Now install PA again and test with a new prison: see how that goes please!
IF still a problem, Please attach here the game log C:\Users\{UserName}\AppData\Local\Introversion\Prison Architect\debug.txt

AND DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

I have the Epic games version of the game. I uninstalled it and deleted the folder in %appdata%, also i reinstalled the paradox launcher but nothing changed. So here are the requested files.
I see both desktop and game are at 1366 x 768 . Not sure if you can go higher than that in-game without also upping it in windows, but can you try that?
I'm pretty sure that is the cause of your problem. Can you increase the Windows desktop resolution then the one in the game?
