I would say standing is the most important political slider for Germany because of the constant upgrading they are doing. For SU I do the opposite and go drafted army to get the gearing bonuses.

I would say go central planning the first 2/3 years as u will be producing a lot. But after that def standing army as the upgrade costs get huge.
