Stop me if any of this has been answered before. This is the first !europa universalis title that is going to have a native pop system outside of province culture. EU4 mods have been adding pop systems to the game for years (Anbennar, MEIOU and Taxes, the list goes on).
We got a taste of what modern pop moddability might look like in Victoria 3, and it was a little rough around the edges in certain aspects. Namely, pops couldn't be assigned their own modifiers in any way (without substantial jank), and notably for Anbennar it's difficult to represent different races as different pops (orcs can turn into elves via cultural change). I am personally hoping to see these shortcomings addressed in Project Caesar, I've been given a lot of hope by EU4's recent strides in moddability, which I assume are largely due to some modders being hired at Tinto.
All in all, excited to see what niche mods will find in Project Caesar. I pray for swift development and a smooth release
