Pop-up window prevents you from clicking on the button to change the authority of the crown

Description​

When you hover over the crown's authority change button on the third or fourth level, a descriptive window pops up that blocks the authority change button itself and prevents it from being pressed to change the crown's authority level.

Steps to reproduce​

hover over the authority change button, a description window pops up, and when you try to click through the window, the button does not click.
