Is this a bug or WAD? I have had this city for years now and yet its still not promoting or demoting. Do u need another pop type in the city first before slaves can promote?

I cant believe I had 400 hours of Imperator and I didnt even notice that button was disabled. I feel so embarassed honestly XD
You don't have to. I played several hundred hours of paradox games and I forgot, that I can disable certain messages, if they annoy me and went on the forums to suggest, what already was there.

I was annoyed by the stability increase/decrease messages, which appear often after they changed the system from -3 to +3 stability to the current 0 - 100 stability. I suggested on the forums, that the devs should disable the messages. Then other forum members told me, why I just don't switch them off myself, when it's already possible like in any other paradox game.

So nobody is safe from such situations :D

Since the checkbox for allowing slaves to promote is activated, IMO aside from bad luck/temporarily demotion taking priority or a bug, two reasons are possible

(1) Are Lepontic and/or Etruscan culture limited to slave-only civil rights?
(2) unsure about the following: A slave can only promote to a Freeman (unless you play a tribe, where IIRC promotion to Tribesman is possible as well)...but Freemen are overcrowded here already (pop ration is 38%, but intended to be 32%)...that might block promotion

The wiki also mentions that a pop currently emigrating, assimilating or converting cannot promote/demote while the forementioned processes are running.
