Port and Airfield Construction

First of all I know there is another thread about this and I have searched for it and have yet to find it. So I apologize in advance.

The problem that I am having is that it is 1936 (started in '33 and I still can't construct a single port or airfield. How can I correct that? Is there some Tech that I need or is there something else that needs to be done?

Edit: I am a little hesitant to continue playing the game because creating far-flung bases are essential to my strategy in the Pacific against Japan.

You have to right-click on the province you want to build in and select 'build airfield' or 'build naval'.

What I meant though was that I couldn't build any naval yards or airports at all.

I figured out that if I went to the configuration for I.C I could unselect the buttons that prevented me from building the two things.
