Port Buildings are available in inland provinces

Description​

I don't understand why but port buildings such as small harbor, drydocks, tradeports? can be built in cities and holdings that are inland and is not near the sea at all. I am not sure if this is intended or not but if it is intended, at least change the name to market or something like that. How is small harbor appropriate in inland holding. I really love CK3 and appreciate your works but I hope that this is just a bug and you guys will be able to fix it quickly

Steps to reproduce​

I was using mods so first I thought port building showing up inland was my problem but I turned off all the mods and still the port building showed up in inland holdings. I was playing in 867 AD start.

It was stealth added in 1.9.1 that you can build trade ports on major rivers (IE ones highlighted on the map and travelable by armies with certain cultures).

Which county/barony are you seeing this on and an you confirm it was not on a major river?

II can't access it right now on clearly where I saw but if I am correct I found those things all in Iberian Peninsula such as Olmedo? and the capital of the one of the suggested Muslim character (one who is fighting the Portugal side Muslim leader) I tried to see if there was a river next to those counties but I haven't seen them. Also I can understand "tradeports" but what I saw was smmall harbor building which upgrades to drydock on inland holdings which doesn't make sense... Thank you for the comment!!
