I would like to know if more people have this issue. If they do, I will file a proper bug report.
The Greek peninsula south of Salónica/Thessaloniki, called Calcídica/Halkidiki/Chalkidike can't be chosen on the new game screen because it gives the impression to be with no ruler or realm. It is just as if you tried to load a save from 2.8.3.2 in 3.0; the province its new so it's not registered and has no realm. But that is only on the new game screen. If you start a game it will have a ruler and be independent of Bizantium.
Edit: it's 3.1.0 and I do not know how to edit the title. Sorry.
