I was playing a game as France today, and managed to keep the original Orleanist party in power - the liberal one. I colonised most of Africa, and so after researching Management Strategy I had non-national pops of capitalists all over Africa. They had pretty solid reserves of monay, and so I got lots of windows saying they were building factories in the various colonies, but no factories ever appeared. I'm thinking this is because they were colonies rather than states. WAD?
