A design flaw of sorts that I've noticed while trying to refine events for the VIP.

For the USA at least, the game engine appears to trigger a new election campaign exactly four years after the last election campaign ended. This means that USA elections are held every four years and nine months, which puts the timing for elections all at odds with the historical cycle.

There is a "hold_election" command, but this command causes an immediate election. There doesn't appear to be any command to start an election campaign.

Suggest one or more of the following:

* Causing each election campaign to begin four years after the last campaign began, not four years after the last campaign ended.

* Providing a command to start a new campaign.

* Providing a way to customize how often elections occur in each country, possibly in the country's .inc file.
