Today I noticed when playing stellaris again on my xbox series s that the game might possibly be ignoring forced empire spawning settings?

I made four custom empires. One for me to play and three with the empire forced spawn setting enabled. AI empires was set to three.

So I start playing and eventually I get two empires contacting me but they are obviously randomly generated empires and not the empires I told the game to have show up.

Ok now this is getting weirder. I started up a new game medium sized galaxy, set the AI limit to three, and I specifically made sure forced empire spawn was set on the three custom empires I wanted in my game.

So now I'm at the year 2270 as of this post, two of the three custom empires showed up, a third one showed up that was random, and now the really odd part, a fourth AI empire showed up.

It would seem obvious to me that there seems to be a bug defeating the AI limit and that's not good.

I'll keep on playing this game just to see if i get a fifth, sixth, or even seventh AI empire showing up eventually.
 
It seems upon even further testing that starting solar system as any random option might be the cause of the bug.

To test this I made a game with four custom empires. First one started out in sol system, second deneb, third void dweller, and fourth shattered ring.

Checked save out in multiplayer as observer and confirmed all four of my custom empires showed up.
 
Thank you so much for posting this. This bug was killing my gameplay. With your info I did a little experimenting and found that the basic "Random" starting solar system seems to work just fine. I also set 8 custom empires to "random urinary 1" and got 8 random empires in my multiplayer(observer mode) game. So that one for me is definitely bugged. After setting all my custom empires to "Random" I tested multiplayer observer mode 10 times with 10 empires. Each try I had all of my custom empires and no randoms. Hope this helps and thanks again for your research!
 
custom empire force spawning has rules

it pretty much boils down to 2 key things


the starting solar system, and the origin


for the starting solar system, you either need all custom empires have different unique systems [ex: no 2 empires can both be set to Random Binary A] or all custom empires are set to the base random option

for origins, you either need to set it so all custom empires are using different unique origins [Galactic Doorstep, Lost Colony, Calamitous Birth, Tree of Life, Resource Consolidation, Remnants, Common Ground, Hegemon, Doomsday, On the Shoulders of Giants, Scion, Shattered Ring, Void Dwellers, Here Be Dragons, Ocean Paradise], or have them share non-unique origins [Prosperous Unification, Mechanist, Syncretic Evolution, Life-Seeded, Post-Apocalyptic, Necrophage]
