Loving the expansion so far but I noticed one curious thing.

I had some capitalists in a colony (not a state) as the UK. Under laisez faire they got enough money to build a factory so started to. I assume capitalists only build factories in the state they are in and it wasn't anyone from the mainland who did it.

Anyway because it was a colony and not an established state once the factory finished bulding it did not appear. This is because you can only have factories in established states, yes?

However they kept trying to make a factory again. And again. And again. To test it out I made capitalists in all my colonies and it's the same thing. The capitalists try to make factories even though it's impossible.

Works as designed or a bug? I understand that there shouldn't be any factories in these places, so why do they try? They just end up impoverishing themselves.

I had a similar bug, playing in France but in "Ile de France" and Ruhr, where it was said 3 or 4 times that capitalists started to build a steamer factory but nothing was built

according to the low level of steamers available on the market, I wonder if any steamer factory was built during the game (GC game)
