I think it would be pretty cool to have a Frankokratia IO with all the Latin states in it, headed by Achaea under Catherine II. I don't think it would be too outside of the realms of true history either, as it's not ahistorical to recognise the existence of the ties between these different states and the fact that Catherine held the title of "Empress and Autocrat of the Romans". I think it would give the region some cool flavour that doesn't revolve around the Ottomans coming in and beating the Byzantines to death. We got one for the Ilkhanate and that was basically dead by the time the game started.
