- I noticed, that I have to give comparably more tolerance to my state religion to achieve the same stability modifier as with other religions. So if e.g. in my recent game as Portugal I max out tolerance for state religion (catholic) and another religion (moslem), I get more stability bonus for the provinces with the moslem religion. Seems not o.k. to me.
- I also noticed, that when rebellions pop up, they too often DON´T appear in the provinces with bad modifiers, but maybe that´s just me...

I'm playing a GC as Scotland. I annexed England by force when they turned protestant, and then turned protestant myself a little later. Before the conversion, at stability +3, the big protestant provinces in Southern Scotland (Anglia, Wessex, etc.) had 0% chance of rebellion, even though my tolerance toward protestants was only 3/4 way up. After the conversion, even with stability +3, I have a 1-4% chance of rebellion in those same provinces, even with the tolerance slider cranked all the way up. Those silly Ex-Englishmen are rioting even though I just made their religion our state religion.
