i was wondering if by modding
it was posible to make it so that when u colonize, the adjacant province loses 2 pop like it does now, but the remaining 2 pop instead of comming from the capital, was taken from your most populous province
its really bugging me that when playing a colonizing country its imposible for the capital to grow
in RL i dont recall colonizing countries to have small hamlet type capitals

I don't think it is possible to mod. I'd recommend suggesting this as a feature request in the next patch though. The idea of taking the last 2 pops from the province with most pops instead of the capital that is. It would be better than depopulating the capitals.
