Sea attrition is pretty close to negligible in the vanilla game, I think it would be a good idea to boost it. However, I don't want to cripple EVERYBODY from having little raids.

Would it be possible to make it so certain cultures get lower sea attrition than others? Perhaps through traits or culture?

If this can't be done the normal way, would it be possible to add sea attrition events, whereby a fleet has a random chance of triggering a "storm hits the fleet" event, which has only one option (take substantial attrition) unless you have a commander on board with a "Seafarer" trait, in which case you get a second option of "We've handed this before" which negates the hit?
 
The first way is almost certainly impossible.

The second...the only command I'm aware of to kill off troops is in the 'siege' scope, which you probably can't apply to a dude who happens to be leading troops. But maybe, and if sea provinces are counting as having province IDs (I suppose they must...?) it might be possible.
