As "harsh winter" etc etc sets in for different provinces is it possible for winter to occur on the terrain map as well for the duration of such effects?

I'm afraid not, the winter terrain effects are hardcoded to only appear in the real world winter months.

Yeah we already tried that and unfortunately paradox has not given us a way to tie winter into anything expect for the months
