I'd like to give Japan it's historical 50% literacy rate at game start, but obviously we can't mod that in directly without completely screwing up the starting tech levels because silly paradox reasons. Is it possible to do this via event that will boost literacy at the national level?

Or even state level- Japan doesn't start with that many states so firing off an event for each state invidually would not be that painful to do.

I'm just wondering if literacy is even something possible to change via event.

According to the wiki, set_pop_literacy is a valid effect, so in principle you should be able to have an event which targets japan, cycles through pops using any_scope_pop, filtered by Japanese culture and then by professions and using set_pop_literacy to hard-set literacy?

Have not tested this (yet) though.
