So yeah I'm pretty decent with Photoshop but I have zero experience with Maya, the official wiki guide assumes that you know Maya so it feels a bit overwhelming to learn without a in depth guide. So I was wondering if there is any other way to implement a animated portrait? Any ideas, tips are much appreciated.

Also if anyone knows Maya and want to help me out, that would be cool. Currently I'm working on a portrait pack themed around Rick And Morty.

Maybe it's possible to use Blender instead of Maya? It's free and pretty powerful.
Will need an exporter. That would require significant work from the dev or the community to create. Unless the engine creators already have one.

EDIT: Scratch that, the engine is Paradox in-house. If they don't have a blender exporter already then it'll need to be made.
