As the title suggests, is it possible to remove all + items from the game and have no rare in shops or as rewards? I am pretty decent at modding the files. I just want to know if it is possible before I start down that rabbit hole.

I haven't attempted it myself, but it should be pretty straightforward.
Start by simply turning off the option for rare salvage, then remove the lines in all the shop files that refer to + weapons (shops are now based on lists of items in csv files). Rewards for special missions/flashpoints might be more tricky, but I think at least some of those use the same shop files.
